The OECD Council has
just
authorised the de-restriction
of the Recommendation concerning aconsultation
and
con-
ciliation procedure on restrictive business practices affecting
international trade."
The 1973 Recommendation follows upon
and
complements
the 1967 Recommendation on co-operation between Member
countries in the field of restrictive business practices affecting
international trade. In relation to the 1967 Recommendation
it represents asignificant new step
forward
towards co-opera-
tion in this field.
The 1967 Recommendation established avoluntary proce-
dure
for
prior
notification of
antitrust
investigations
and
pro-
ceedings by one Member country when
important
interests
of
another
Member country were involved
and
it
also pro-
vided
for
the co-ordination of action
and
exchanges of in-
formation between Member countries.
The
effective use made
by Member countries of this Recommendation has demon-
strated
its
utility.
The 1973Recommendation provides avoluntary procedure
both
for
consultation
and
conciliation with a view to finding
solutions to cases of restrictive business practices adversely
affecting international trade. The principles and charac-
teristics of this procedure may be summarized as follows:
