er Extensions Act, 2024), introduced by Rep. Kay Granger
(R-Tex.) on November 13, 2023, was signed by President
Biden on November 17, 2023. e Act made further continu-
ing appropriations for scal year 2024. Pub. L. No. 118-22,

H.R. 1607, introduced by Rep. David Schweikert (R-Ariz.)
on March 14, 2023, was passed by the House. e bill would
clarify jurisdiction with respect to certain Bureau of Recla-

H.R. 4821 (Depar tment of the Interior, Environment, and
Related Agencies Appropriations Act, 2024), introduced by
Rep. Michael Simpson (R-Idaho) on July 24, 2023, was passed
by the House. e bill would make appropriations for DOI,
EPA, and related agencies for the sca l year ending September

CLIMATE CHANGE
S. 3340 (Climate Displa ced Persons Act) was introduced by
Sen. Edward Markey (D -Mass.) on November 15, 2023. e
bill would establish the Global Climate Change Resilience
Strategy, and authorize the admission of climate-displaced
persons into the United States. It was referred to the Com-
mittee on Foreign Relations. 169 Cong. Rec. S5541 (daily ed.
Nov. 15, 2023).
H.R. 6455 (Climate Displaced Persons Act) was intro-
duced by Rep. Nydia Velazquez (D-N.Y.) on November 17,
2023. e bill would establish the Global Climate Change
Resilience Strategy, and authorize the admission of climate-
displaced persons into the United States. It was referred to t he
Committees on Foreign Aa irs and the Judiciary. 169 Cong.

NATURAL RESOURCES
S. 3201 (Stop Arctic Ocean Drilling Act of 2023) was in-
troduced by Sen. Je Merkley (D-Or.) on November 2, 2023.
e bill would prohibit drilling in the Arctic Ocean. It was
referred to the Committee on Energy a nd Natural Resources.

H.R. 6212 (PROTECT Florida Act) was introduced by
Rep. John Rutherford (R-Fla.) on November 3, 2023. e
bill would provide for a moratorium on oil and gas leasing
and exploration on the outer continental shelf o the coast
of Florida until 2032. It was referred to the Committee on

S. 3277 was introduced by Sen. Dan Sullivan (R-Ala ska) on
November 9, 2023. e bill would amend the Marine De-
bris Act to reauthorize the NOAA Marine Debris Program.

WATER
S. 3348 (Harmful Algal Bloom and Hypoxia Research
and Control Amendments Act of 2023) was introduced by
Sen. Dan Sullivan (R-Alaska) on November 27, 2023. e
bill would amend the Harmful Algal Blooms and Hypoxia
Research and Control Act of 1998 to address harmful algal
blooms. It was referred to the Committee on Commerce, Sci-
