incentive. Hopefully, this publication will serve as a useful tool for
helping owners, developers, investors, lenders, and their advisers
gain a better understanding of some of these tax rules. Of course,
the tax landscape is constantly changing as a result of amendments
to the Code, the issuance of new or amended Treasury Regulations
or other administrative guidance, and new judicial decisions. These
changes and decisions can produce traps for the unwary. Readers
