Lt. David Menchaca--a drilling member of the U.S. Coast Guard Reserve in San Diego, Calif.--was chosen for the National Defense Industrial Association's Outstanding Reservist Award for 2004.

Menchaca was nominated because of his track record in the Reserve, said his commanding officer, Cmdr. Scott Douglass. Menchaca previously earned the Coast Guard Commendation Medal and the Commandant's Letter of Commendation.

Menchaca played a significant role in transforming his unit's operations center into a model adopted service-wide, Douglass said.
