New Jersey and Pennsylvania are considering legislation requiring 10 percent of total vehicle sales to be low- or zero-emission cars. These bills, based on a California law, would allow an innovative "hybrid" vehicle to count for one-fifth of a zero-emission vehicle, since the only zero-emission models currently available are electric. Hybrid engines switch between gasoline and electricity for power. Honda and Toyota already have popular hybrid models on the market. Ford is expected to introduce the first hybrid SUV in 2004.
