IN RECENT MEETINGS at the OAS, representatives of nongovernmental organizations, academic institutions, and other civil society groups have offered their perspectives on issues that will be considered at the Summit of the Americas in April.

The OAS Special Committee on Inter-American Summits Management heard presentations in September on a range of democracy-related topics that included corruption, the need to strengthen electoral systems, and the importance of developing a democratic civic culture. A similar meeting in November examined such topics as education, health, gender equality, indigenous populations, cultural diversity, and children's and youth issues.
