Philadelphia's mayor has asked both the police and fire departments to identify ways to save money in their operations. The mayor's request is the result of a slumping economy that has contributed to a marked decline in local wage-tax revenues--the city's leading economic indicator. To make matters worse, the city will likely have to increase its annual contribution to the Philadelphia School District from $15 million to $45 million.
