In a bid to reduce recidivism and crime, cities across the country are removing employment barriers and encouraging businesses to hire ex-offenders, reported Nation Cities Weekly. Any Philadelphia business that hired an ex-offender beginning Jan. 1, 2008, can apply for a $10,000 tax credit as part of the Philadelphia Re-Entry Program. Newark, N.J., received $5 million in new funding to serve as a pilot city for a federal program that seeks to reduce recidivism.
