D. [§ 36] Circuit Court Discretion

In an appropriate case, a circuit court has some discretion about whether to certify a ruling as final, but the circuit court may abuse that discretion without giving due consideration to the state's strong "policy against piecemeal appeals" and balancing against "the exigencies of the case." See, e.g., Diener Enters., Inc. v. Miller, 266 Md. 551, 556 (1972); USA Cartage Leasing, LLC v. Baer, 202 Md. App. 138, 171 (2011), aff'd, 429 Md. 199 (2012); Tharp v. Disabled Am. Veterans Dep't of Md., 121 Md. App. 548, 562-64 (1988).
