The dizzying pace of new development in the Queen City has slowed to a plod in the wake of a judge's ruling that struck down Charlotte's process for conditional rezoning -- changes that come with restrictions -- as a violation of state law. Superior Court Judge Ben Tenille's order puts all affected requests -- about 75% of the total -- an hold until the city can develop court-compliant procedures.
