§5.1 Introduction

Unlike the other major environmental statutes, which primarily deal with chemicals after they have become wastes (for example, the Clean Water Act and the Clean Air Act) or after they have contaminated property (CERCLA and MTCA), the Toxic Substances Control Act (TSCA), 15 U.S.C. §§ 2601 -2697, covers the use and storage of commercial chemical products.
