§8.1 INTRODUCTION

Forests cover approximately one-third of the United States and approximately one-half of the state of Washington. In Washington, the approximately 21 million acres of forests are owned by both public and private entities. Federal, state, and local governmental entities and tribes, combined, own approximately 60 percent of the forests and private entities own nearly 40 percent.

Since 1974, there has been a rapid and profound change in forest ownership and management in both Washington and the United States.
