North Korea, a reclusive Communist country run by the 30-something dictator Kim Jong Un, is backward in a lot of ways. But now it's literally gone back in time. North Korea turned its clocks 30 minutes behind those of neighboring South Korea and Japan, establishing its own time zone. "Pyongyang Time," named for North Korea's capital, took effect on August 15.
