Over the past several decades, there has been a significant increase in the reorganization of county governments in the United States. There appears to be a movement away from the traditional form of commission government to either the elected executive or appointed administrator form. This article examines how these changes have impacted revenue and expenditure policies in county government. Using an interrupted pooled time-series design methodology that matches 10 reorganized county governments and 10 traditional commission forms of government, the study indicates that changes in structure had virtually no effect on revenues and expenditures.
