As reported in the article "'Power Shift" (p. 10), population changes reflected in the 2010 Census will result in 18 states either gaining or Losing seats in Congress. The Census, conducted every 10 years, isn't just a snapshot of where Americans are Living, however; it also tells us who we are as a nation, in terms of race, ethnicity, and other factors. Largely because of immigration and varied birthrates among different groups, the nation is growing more diverse, with Asians, Hispanics, and other minorities (including people of mixed race or ethnicity) making up much Larger percentages of the population.

The pie charts to the left show changes in the racial/ethnic makeup of the U.S. population, from 1990 to 2009, as reflected in the U.S. Census.

The 2009 data are from the U.S. Census Bureau's American Community Survey, which sampled 3 million households and provides a good glimpse of what the 2010 Census results, to be released in February and March 2011, will show.
