CCHA presents the 2014 leadership award to James C. Welch.

The 2014 Coalition for Correctional Healthcare Authorities (CCHA) Leadership Award was presented to James C. Welch, RN, HNB-BC, division director and chief of the Delaware Department of Corrections Bureau of Healthcare Services, on Sept. 12, 2014. American Correctional Association President Christopher B. Epps and Elizabeth F. Gondles, Ph.D., health care advisor to the ACA president, presented the award to Welch, who is well-respected as a national leader in correctional and public health. Welch is an active member of CCHA and ACA, and has made many contributions nationally on numerous ACA/CCHA health care initiatives.

Welch joined his agency under very difficult times, amidst allegations of inadequate health care for inmates and a subsequent investigation by the U.S. Department of Justice's Civil Rights Division. He has transformed a substandard health care system into a model that is sought after by other correctional agencies.
