Blaming the sluggish economy, Charlotte-based Carolina Broadband Inc., a privately held cable- and phone-service start-up, has mothballed plans to launch operations in Charlotte and Raleigh. The company laid off 88 of its 110 employees in June -- 64 in Charlotte and 24 in Raleigh -- as it announced it was delaying construction of fiber-optic networks in both cities.
