C. Motion to Close Meeting

Every closed meeting begins as an open meeting, with a motion to close the meeting. Section 610.022.1, RSMo 2016. The following must occur:

• The motion must be in public.
• The motion must state the specific authority for holding the closed meeting.
• The vote taken on the motion must be in public.
• The votes of each member must be made public and recorded.
