Abstract
Contemporary digital age proposes differentopportunities in the public, social, private,
and business areas based on remote access to distributed resources placed in virtual,
cloud, educational, governmental, business, smart, and so forth environments. In this
reason, the e-governance is realized on the basis of digital communications between
different parties that requires strong protection of the information resources and per-
sonal data. The digital sustainability is an important task for e-governance in the digital
world. Article deals with principles of correct protection of the information resources
(including in the cloud) by using strong procedures for access regulation of the exter-
nal clients. Organization of Information Security Management System for identifica-
tion, registration, authentication, and authorization of the requests is discussed. An
investigation of the proposed functionalityis made on the basis of stochastic analytical
modelling by using the apparatus of Markov chains and statistical processing and
interpretation of the obtained results.

1|INTRODUCTION
Contemporary digital age introduces many information and communi-
cation technologies (ICTs) in different public, social, private, and busi-
ness areas of the society life. All these opportunities are based on
remote access to distributed resources placed in virtual, cloud, educa-
tional, governmental, business, smart, and so forth environments that
unite means and tools of social networking (Banday, 2016; Borgatti,
Evertt, & Johnson, 2018), cloud/mobile cloud computing (Škraba,
Stanovov, Semenkin, Koložvari,& Kofjacˇ, 2018),and Internet of Things
(IoT) in different forms such as wireless sensor networks, machine to
machine, cyber-physical systems (Platzer,2018), and Big Data analysis
(Kharchenko, 2018). The electronic governance (e-governance) is an
example for collaboration of relations between different parts of the
society on the basis of ICT including listed technologies, and this cre-
ates real conditions for the development of open government initia-
tives and systems in different sectors such as executive, business,
legislative, and judiciary (IGI Global, 2020). This creates extended
opportunities for developing actual, quick, and effective actions, butit
requires to be evaluated the possible risk for privacy, personal data,
and security protection of private resources (Tsaregorodtsev, Kravets,
Choporov, & Zelenina, 2018; Zaslavskaya, Zaslavskiy, Bolnokin, &
Kravets, 2018).
E-governance has been determined by the European Commission
in the first years of the 21st century as a system uniting the capabili-
ties of ICT and the actions of the state administration and the local
government in organizing and delivering public services and improving
the democratic process.The ICTs are integrated in all processes in
the society and take part in the relations between citizens, govern-
ment, institutions, and business organizations. This requires that all
participants in digital communications should be well motivated and
knowledgeable about using new technologies (Steeves, Pr, & Regan,
2018). The importance of ICT for developing components, services,
and applications of e-governance is discussed in many publications
(Kumar, 2017; Pereira, Parycek, Falco, & Kleinhans, 2018; Putra et al.,
2018), and the main task, which is determined, is to simplify all admin-
istrative processes for all participants and third parties at all levels in a
country (national, regional, and local levels). The realization of this goal
