The Off‌i ce of the Comptroller of the
Currency (OCC) was created February
25, 1863 (12 Stat. 665), as a bureau
of the Department of the Treasury. Its
primary mission is to regulate national
banks. The Off‌i ce is headed by the
Comptroller, who is appointed for a
5-year term by the President with the
advice and consent of the Senate. In July
2011, the Off‌i ce of Thrift Supervision
was integrated into the OCC, along with
the responsibility for the supervision of
Federal savings associations.
The OCC regulates national banks
and Federal savings associations through
its power to examine banks; approve or
deny applications for new bank charters,
branches, or mergers; take enforcement
actions—such as bank closures—against
banks that are not in compliance with
laws and regulations; and issue rules,
regulations, and interpretations on
banking practices.
The OCC supervises approximately
1,900 national banks, Federal savings
associations, and Federal branches,
including their trust activities and
overseas operations. Each bank is
examined by a nationwide staff of
approximately 2,500 bank examiners
who are supervised by four district
off‌i ces. The OCC is independently
funded through assessments of bank
assets.
