* While the services are developing innovative technologies for the Defense Department's joint all-domain command and control initiative, the proverbial JADC2 house lacks a firm foundation, said Special Assistant to the Secretary of the Air Force for mission-centered analysis and operational imperatives Dr. Tim Grayson.

Grayson recalled his boss, Air Force Secretary Frank Kendall, once describing the concept as "like this beautiful palace that everyone keeps admiring and talking about, but no one really has a design for the palace.
