Implementing Performance-Based Program Budgeting: A System-Dynamics Perspective

This article discusses the factors that have either facilitated or hindered the implementation of performance-based budgeting in the State of Florida. The authors use a system dynamics model to describe the interrelationship between the factors that affect budget implementation. They categorize their discussion into four critical implementation factors: communication, resources, dispositions, and bureaucratic structure.
