The IRS is implementing a national strategy to bring individual income tax return nonfilers into the system. The Individual Non-filer Strategy focuses on taxpayers identified during previous nonfiler programs who have continued a pattern of nonfiling. The three-year strategy (beginning in fiscal year 1997) has four primary components: (1) continue base program at planned levels, (2) commit a specific level of additional enforcement resources focused on repeat high-income nonfilers; (3) continue or expand District Office Research and Analysis (DORA) research in the nonfiler area, and (4) develop, implement and expand methods of preventing nonfiling.
