Government

Navy Rear Adm. John M. Kelly is being assigned as director of the programming division, N80, office of the chief of naval operations. Kelly currently is serving as commander of the Cruiser Destroyer Group Three.

The following Marine brigadier generals have been recommended for promotion to the rank of major general:

Brig. Gen. Tony L. Corwin, legislative assistant to the commandant of the Marine Corps in Washington, D.C.

Brig. Gen. Jon A. Gallinetti, commander of Marine Corps Air Base, Western Area, San Diego.

Brig. Gen. Thomas L. Moore Jr., director for operations, plans, logistics and engineering for the U.S. Joint Forces Command, in Norfolk, Va.

BAE Systems North America has appointed Richard Ashooh to be vice president of legislative affairs in Rockville, Md. Curtis Gray has been named BAE Systems' vice president of human resources.

Northrop Grumman Corporation, headquartered in Los Angeles, has selected two presidents to lead new operating sectors created from the company's acquisition of TRW, Inc.

Donald C. Winter has been named a corporate vice president and president of the Northrop Grumman Mission Systems sector, formerly TRW Systems, where he served as president and chief executive officer. Mission Systems is headquartered in Reston, Va.

Wesley C. Bush will become corporate vice president and president of Northrop Grumman Space Technology, formerly TRW Space and Electronics. He replaces Timothy W. Hannemann, who retired. The sector is headquartered in Redondo Beach, Calif.

Northrop Grumman added two members to its board of directors, Charles H. Noski, retired vice chairman of the board of AT&T, and retired Navy Adm. Charles R. Larson. Larson rejoins the board after resigning in 2002 to campaign for the position of lieutenant governor of Maryland.

Christopher C. Bernhardt has been appointed president and general manager of ITT Industries' Avionics Division, in Clifton, N.J.

Evans & Sutherland Computer Corp., in Salt Lake City, has selected Richard A. Flitton to become managing director of the firm's subsidiary in the United Kingdom, Evans & Sutherland Computer UK Ltd.

Washington Group International Inc., of Boise, Idaho, has named Earl L. Ward as its new corporate vice president and treasurer. He previously served as vice president for finance and accounting for the group's Washington Engineering and Environment, and Washington Defense business units.
