Secretary of Defense Donald H. Rumsfeld announced that the president has made the following nominations: Air Force Gen. John W. Handy has been chosen for appointment to the grade of general with assignment as commander in chief of the U.S. Transportation Command and commander of the Air Mobility Command, both located at Scott Air Force Base, Ill. Handy currently is serving as vice chief of staff of the Air Force in Washington, D.C.

Air Force Lt. Gen. Robert H. Foglesong has been named and assigned to replace Hardy as Air Force vice chief of staff. Foglesong now serves as deputy chief of staff for air and space operations, at Air Force headquarters in Washington, D.C.

Air Force Lt. Gen. Charles F. Wald has been appointed to the grade of lieutenant general and named to replace Foglesong as deputy chief of staff for Air and Space Operations. Wald is currently commander of the Ninth Air Force at the Air Combat Command and commander of the U.S. Central Command Air Forces at Shaw Air Force Base, S.C.

Air Force Maj. Gen. Michael T. Moseley has been named lieutenant general and assigned commander of the Ninth Air Force and commander of the U.S. Central Command Air Forces. Moseley is now director of legislative liaison within the office of the Secretary of the Air Force in Washington, D.C.

Army Lt. Gen. Paul J. Kern has been nominated for, appointment to the grade of general with assignment as commanding general of the U.S. Army Materiel Command in Alexandria, Va. Kern is now the military deputy and director at the Army Acquisition Corps within the Office of the Assistant Secretary of the Army for acquisition, logistics and technology in Washington, D.C.

Army Lt. Gen. Kevin P. Byrnes has been assigned as director of the Army staff in Washington, D.C. Byrnes is now the deputy chief of staff for programs at Army headquarters in Washington, D.C.

The Department of Energy's Los Alamos National Laboratory announced that Thomas Palmieri has been selected as the laboratory's chief financial officer and director of the business operations division. Palmieri is currently deputy chief financial officer at DOE.

Secretary of Defense Donald H. Rumsfeld and Central Intelligence Director George J. Tenet jointly announced the appointment of James R. Clapper Jr. as the new director of the National Imagery and Mapping Agency (NIMA). Clapper, who will become the first civilian head of the agency, succeeds Army Lt. Gen. James C.
