This is a difficult book to review in short compass since it covers the entire spec-
trum of the international system with chapters ranging from the state system to com-
munication, decision-making, conflict, bargaining and international law and organi-
zation. It is nevertheless an important book because it attempts, with considerable
success, to lay bare the assumptions which underlie a theoretical approach to the in-
ternational system. A great deal of hard thinking has gone into the book and stu-
dents will find it extremely helpful on all the topics with which it deals.
