The chapter on &dquo;The Changing Outdoors&dquo; is excellent, but it stresses tourism
and recreation, and will disappoint those who anticipated accent on changes in the
landscape and environment.
The total product, however, is superb.

The publication of the Proceedings of the Conference on Continuing Education
for Public Administrators in State, County and City Government in California adds
a new
and worthwhile book to the literature of public administration. The Confer-
ence was held during November of 1963 at the Davis Campus of the University of
California under the chairmanship of Victor Jones. It was called &dquo;to identify the
needs of state, county and city administrators for programs of continuing education,
to ascertain the agencies most qualified to provide this education for public admin-
istrators, and to discuss the limitations and advantages of participation in such
programs by institutions of higher learning.&dquo;
The Proceedings publication is divided into three major areas. The first con-
tains a summary of workshop discussions which dealt with problems ranging from the
supply of public administrators to questions of what type of continuing education is
best, who should control it and the problems involved. The second section contains
speeches given at the Conference by Governor Brown of California; Kenneth T.
Byers, State Training Officer, California; Lohn R. Ficklin, City Manager of Vallejo,
California; William Hart, Personnel Officer of Orange County; President Clark
Kerr, University of California; Mayor Arthur Naftalin of Minneapolis, Minnesota,
and York Wilbern, President of the American Society for Public Administration.
