This is an exciting, well-written book, and one would hope a book that will
stimulate further discussion of a much neglected topic-whither world politics
and the nation-state system? Rather than being primarily a scholarly research
effort, a provocative, speculative essay is offered to us by Brown. His book, of
course, has to be judged in that perspective.
The basic theme of the book is that two major stabilizing features of modern
world politics-cold war coalitions and the nation-state system-are being under-
mined by emerging new bases for political communities. Given the potential in-
