policy, 1947-58, he concludes that the recent American approach which depends
upon an increasing disengagement from intra-Arab quarrels and a tendency to re-
gard neutralism as being something more than an immoral action by the Arabs, has
improved the position of the United States in this area. He feels that the future of
American foreign policy here is one of &dquo;reasonable optimism.&dquo; Hurewitz is more
cautious; he concludes that &dquo;among the few comforts that the United States could
enjoy in the evolving Middle East situation was the comparable frustration of the
U.S.S.R.&dquo;
Several maps add to the usefulness of the volume. The only serious omission is
the lack of an index. Otherwise this set of essays achieves its stated purpose, of
attempting to &dquo;supply enough highlights on major issues in the Middle East to enable
the layman to find his way through its troubled but not hopeless complexities.&dquo;

The jacket cover of this book rightly describes the volume as a &dquo;documented
study of a forty-year planned effort to develop a backward region industrially.&dquo; Dr.
Sugar, an historian with theoretical training in economic history and practical busi-
ness experience, visited the archives in Sarajevo, Vienna, Paris, and London. His
extensive knowledge of languages, including English, French, Serbo-Croatian, Hun-
garian, and Turkish, enabled him to consult a vast amount of primary and secondary
material, as a perusal of his bibliographical essay and bibliography will attest. The
result is a valuable analysis of a &dquo;unique ... test case for theories of area-develop-
ment because the operation had a definite beginning, ran its forty-year course, and
came
to a definite end.&dquo;
