The book does not purport to be a definitive study. Nevertheless, taken in
conjunction with the other related three monographs in the series on government
labor relations published by the Public Personnel Association - Management
Relations with Organized Public Employees: Theory, Policies and Programs;
Development in Public Employee Relations: Legislative, judicial, Administrative;
and Collective Bargaining in the Public Service: Theory and Practice -
it becomes
a complete and exhaustive work. The book approaches collective bargaining pri-
marily from the view of public management rather than from the employee organi-
zational standpoint. It is intended as a guide for such groups as city and town
managers, civil service commissioners, personnel oflicers, finance and budget direc-
tors, and legislative ofhcials. Nevertheless, its contents affect and concern the
employee organizations for they can learn a great deal even if the work is not
intended for their use.
At times the work sounds like a tradebook manual in which guidelines and
steps are standardized for use by the public management negotiator. For example,
in organizing the bargaining sessions, such simplistic questions as the following are
asked: What techniques work best in negotiating? Should a tape recorder be
used? Who chairs the meeting? What is the best order of business? Should
minutes be taken? But the vital aspect of the work is the authors’ emphasis that
collective bargaining has made a deep impact on many commonly held views
about fundamental concepts which involve political and legal theory, public policy,
and politics and administration. Such basic concepts as sovereignty, budget prep-
aration and appropriation authority, strikes and arbitration in the public service,
and the merit principle of public employment are presently undergoing severe
strain.
