Case studies in public administration have their roots in recent years. In the
late forties, Henry Reining, Jr., of the University of Southern California and
Edwin O. Stene of the University of Kansas found the case method to be a use-
ful tool in the teaching of public administration. To their credit, a number of in-
stitutions promoted the writing and publishing of case studies: the American Soc-
iety For Public Administration, the Inter-University Case Program, Inc., the Eagle-
ton Institute of Politics, and the International City Managers’ Association. A
number of teachers were also convinced of the value of case studies in their class-
rooms : the late Egbert Wengert, Harold Stein, Frederick Mosher, Allan...
