This book contains acomprehensive
history
and analysis
of the policy of the United Kingdom
toward
those concentra-
tions of economic power
that
the law of
that
country defines
as monopolies and toward those
mergers
that
fall
under
that
law by virtue of
their
market
share or
their
size.
It
traces the
development of these aspects of
British
policy in successive
statutes
from 1948
through
1973; analyzes the content of
par-
ticular applications of policy by the Monopolies Commission
under
the
standards
developed before 1973; and briefly ap-
praises
the 1973 law's modifications of previous policy.
In
discussing applications of policy it is concerned explicitly
with each of the chief types of economic impact
that
were
evaluated by the Monopolies Commission
and
with the stand-
ards
as to the public
interest
that
were evolved in these
evaluations.
To this reviewer (who has repeatedly
tried
to
understand
and
appraise
the legal concepts and public policy
standards
of countries other
than
his own) Dr.
John's
achievement
in
comprehending and explaining the policy of the United King-
dom is impressive.
His
book deserves aplace among the
best
of such summaries, including those of
British
origin.
