Edwin S. Rockefeller has revised his
Desk
Book
of
FTC
Practice and Procedure, originally published in
1972.
1Since
that
time there have been significant changes in the statutes
that
govern the
FTC's
powers and in the Commission's Rules
of Practice. The revised edition takes account of, and explains
these changes, in understandable terms.
The book is aimed
at
those lawyers who
are
not
very
familiar with the Commission's practice
and
procedure.
After
introductory comments, the book is divided into eight chap-
ters. Chapter 3describes the
FTC
as an institution, with
useful suggestions on how to locate documents
at
the
Commission. Chapter 4considers the
statutory
responsi-
bilities of the Commission, and Chapter 5advises the in-
experienced practitioner on such
important
matters
as how
to handle an investigation, how to avoid an investigation,
how to complain to the Commission,
and
how to get infor-
mation from the Commission. Chapter 6 focuses on the
Commission's investigatory procedures;
and
Chapter 7 on
the quasi-legislative
and
quasi-judicial roles of the agency,
with an explanation of the
trade
regulation rulemaking
power. Chapter 8 looks
at
the Commission's adjudicatory
procedures; and Chapter 9
at
problems of compliance with
FTC
orders. Chapter 10 deals with qualification for practice
before the Commission and explains the rule against ex
parte
communications in adjudicative proceedings.
The book also includes anumber of appendices contain-
ing forms, selected from the files of the author, which will
be
very
helpful to the uninitiated
FTC
practitioner when
