B. [§ 14.3] Procedure

Claims for compensation, save those due to hernia or accidental irradiation, must be filed within 60 days of the accident, although the Commission is empowered to excuse a late filing if there has been no prejudice to the employer, or some other sufficient reason exists. Lab. & Empl. §§ 9-709. The time for filing a claim under § 9-709(a) begins to run on the date of the accident causing the personal injury, regardless of when the injury becomes apparent. DeBusk v. Johns Hopkins Hosp., 342 Md. 432, 677 A.2d 73 (1996). Failure to file within two years is an absolute bar, Lab. & Empl. § 9-709(b)(3), although this rule is subject to exceptions.
