Author Biographies

Shalanda H. Baker is a Professor of Law, Public Policy and Urban Aairs

at Northeastern University. Professor Baker is an aliate faculty member in

Northeastern’s Global Resilience Institute and Department of Political Sci-

ence. Before joining Northeastern’s faculty, Professor Baker spent three years

as an associate professor of law at the William S. Richardson School of Law,

University of Hawai’i, where she was the founding director of the Energy

Justice Program.

Robin Kundis Craig is the James I. Farr Presidential Endowed Professor

of Law at the University of Utah S.J. Quinney College of Law in Salt Lake

City, Utah. She is also aliated facu lty of the College of Law’s Wallace Steg-

ner Center for Land, Resources, and the Environment and the University’s

Global Change and Sustainability Center. Her scholarship focuses on cli-

mate change, resilience theory, water allocation and quality, and ocean and

coasta l law.

Keith Hirokawa joined the faculty at Albany Law School in 2009. He

teaches courses involving environmental and natural resources law, land use

planning, property law, and jurisprudence. His scholarship explores conver-

gences in ecology, ethics, economics, and law, with particu lar attention given

to local environmental law, ecosystem services policy, watershed manage-

ment, and environmental impact analysis.

Sarah Krakof is the Moses Laskey Professor of Law at the University of

Colorado Law School. She teaches and writes about American Indian law,

natural resources law, and environmental justice. In 2018, she was awarded

the University of Colorado’s Hazel Barnes Prize for her distinguished record

of research and teaching and the Chase Community Service Award for her

pro bono work with low-income communities.

Jessica Owley is a Professor of Law and Environmenta l Law Program Direc-

tor at SUNY Bualo School of Law. Her research focuses on land conserva-

tion, climate change, and property law. Prior to joining the academy, she

practiced Land Use and Environmental Law in California. She is one of the
