Assistant Secretary David Cohen, who is responsible for developing anti-money laundering and counterterrorism financing policy for the Treasury Department, recently spoke at the Council of Foreign Relations. Money is the "mother's milk" of virtually everything, and terrorism is no exception. Cohen oversees efforts to "deter," "disrupt," and "degrade" those who supply funds for terrorists and their financial support mechanisms. You accomplish this task through:

* solid financial intelligence regarding what is being done and where; and

* a panoply of law and regulation, both national and international, to turn off the money flows.

The proximate objective is to attack terrorist financial networks and drug operations in Pakistan and Afghanistan. The U.S. is working through advisors, consultations, capacity building, military operations, interdicting cash smuggled out of the Persian Gulf and Pakistan/Afghanistan region and...
