Frustrated by Atlanta's inability to collect revenue it is owed, Mayor Shirley Franklin recently took matters into her own hands, personally calling some of the top debtors to the city's Sanitation Department. The mayor said those customers she spoke to cited billing inaccuracies as the main reason for their delinquency. Since the city assumed responsibility for billing and collecting three years ago, it has accumulated more than $30 million in bad debt.
