The National Defense Industrial Association presented awards to two individuals during its annual Chemical, Biological, Radiological and Nuclear Defense confab in August.

Carmen Spencer, president and CEO of Analytic Services Inc., or ANSER, received the Honorary William C. Baugh CBRN Defense Excellence Award for his achievements during his decades-long career in the industry.

After serving as an Army officer for 28 years, Spencer was the director of the Chemical and Biological Defense Directorate at the Defense Threat Reduction Agency and served as deputy assistant secretary of the Army for acquisition, logistics and technology.

Prior to joining ANSER, Spencer was the joint program executive officer for chemical and biological defense. In that role, he was responsible for the development, acquisition, distribution and deployment of highly specialized and dynamic joint chemical and biological defense devices...
