THE OAS GENERAL Assembly meeting in Quito, Ecuador, in June elected former president of Costa Rica, Miguel Angel Rodriguez, to be its next secretary general. Elected by acclamation, President Rodriguez (1998-002) will succeed Cesar Gaviria, who has served two five-year terms.
