Are civil liberties in danger?

I am an American exchange student just learning about the Department of Homeland Security ("The New Shape of Civil Liberties," 12/13/02). The idea that government is peeking behind our curtains sounds like we are no longer citizens of a free nation. If I wanted to live where I had to be on alert about what I spend, say, and do, I would go back to old-time Russia...
