About the Authors and Editors
Richard C. Downing (Construction Law Section Chair)
Richard C. Downing practices law in Little Rock, Arkansas, with the firm James, House & Downing, P.A. He earned his B.A. and his J.D. from the University of Arkansas, and is admitted to practice by the Arkansas Supreme Court, the United States District Court for the Eastern District of Arkansas, and the United States Court of Appeals for the Eighth Circuit. He is a member of the American Bar Association, Arkansas Bar Association (Tenured delegate to the House of Delegates), the Pulaski County Bar Association, and American Inns of Court—Judge Henry Woods Inn of Court, Little Rock, Arkansas. Mr. Downing served on the Arkansas Bar Association Board of Governors from 2007-2013. Since 2012, he has served on the Arkansas Supreme Court Committee on Professional Conduct. He was President of the Pulaski County Bar Association, 1999-2000, and is Past President, Arkansas Committee on Interest to Lawyers’ Trust Accounts. He serves as an instructor for the Arkansas Supreme Court Practicum for newly licensed lawyers, and is a Board Member, Arkansas Access for Justice Foundation. Mr. Downing was honored as the VOCALS Lawyer of the Year, 1990, and received the Arkansas Bar Association Golden Gavel Award in 2002. He is a FINRA Arbitrator, Chairman of the Little Rock Planning Commission, and the current Chairperson of the Arkansas Bar Association’s Construction Law Section.
Ashlea Brown (Author)
Ashlea Brown is a partner at Newland & Associates, PLLC, where she has practiced since 2008. Prior to entering private practice, Ms. Brown served as a law clerk to state Circuit Court Judge Vann Smith in Pulaski County. At Newland & Associates, Ms. Brown primarily practices in the areas of construction law, landlord and tenant law, and commercial litigation. As part of her construction law practice, Ms. Brown represents contractors, subcontractors, and owners in various stages of the construction process from contract formation to litigation.
Carl J. Circo (Editor and Author)
Carl Circo is Senior Associate Dean for Academic Affairs and the Ben J. Altheimer Professor of Legal Advocacy at the University of Arkansas School of Law, where he teaches Real Estate Transactions and Construction Law, among other subjects. He is a fellow in the American College of Real Estate Lawyers and a member of the American Bar Association’s Forum on Construction Law, currently serving on the Steering Committee for the Forum’s Division 11-Corporate Counsel. He previously was on the faculty at the Benjamin N. Cardozo School of Law and also taught as a visitor at the University of Nebraska College of Law. For over 20 years, he practiced commercial real estate law and construction law in Kansas City. He has been listed since 1995 in The Best Lawyers in America. Junius Bracy (J.B.) Cross Jr. (Author)
Junius Bracy (J.B.) Cross Jr. is an attorney in Little Rock practicing in construction law and related areas since 1978. His law practice includes construction surety companies, contractors, subcontractors, suppliers, architects, and owners of construction projects. His litigation experience covers state and federal courts, arbitration, mediation and practice before various construction related boards and commissions. He has been involved with virtually all areas of the construction industry including the state of Arkansas, Arkansas Highway Department, Corps of Engineers, Federal Highway Administration, Department of Defense, large commercial projects, and residential contracts. He is a frequent speaker on construction related topics and has presented at the Best of CLE for the Arkansas Bar Association in 2007, 2008, 2009, 2010, 2012 and 2015. He is listed in The Best Lawyers in America 22nd Edition in Litigation - Construction and Arkansas’s Best Attorneys in Construction and was selected as Arkansas Construction litigator of the year 2015 by Best Lawyers. Mr. Cross is licensed in both Arkansas state and federal courts. Mr. Cross is a graduate of Hendrix College and obtained a J.D. from the University of Arkansas School of Law in Fayetteville. A proud member of the Arkansas Bar Association, he serves on the Legal Forms Committee and is a member of the Construction Law Section, serving as Chairman in 2010.
Gregory L. Crow (Author)
Gregory L. Crow graduated from Hendrix College in Conway, Arkansas, in 1986, and from the University of Arkansas School of Law, with High Honors, in 1989. He clerked for Judge William H. Billings of the Missouri Supreme Court, from 1989 – 1990. He was in private general practice in Fort Smith, Arkansas, and Paragould, Arkansas, from 1990 – 1996. He served as Assistant Attorney General, Civil Division, Arkansas Attorney General’s Office, from 1997 – 1999, and as legal counsel, Arkansas Contractors Licensing Board, from 1999 – 2008. He currently serves as Administrator, Arkansas Contractors Licensing Board.
Allen C. Dobson (Author)
Allen is a partner with Baxter, Jewell & Dobson, P.A. His practice includes work before the Equal Employment Opportunity Commission; the Wage & Hour and OSHA Divisions of the Department of Labor; Arkansas Department of Workforce Services; Contractors Licensing Board; as well as related federal and state court litigation. Allen’s experience includes employment- and construction-related mediation and arbitration, advising management regarding maintenance of a non-discriminatory workplace, supervisory training, development of personnel systems. and the preparation of drug-testing policies and procedures. He has also testified numerous times before Arkansas House and Senate Committees.
