WESTERN POLITICAL SCIENCE ASSOCIATION
Barbara Norrander, University of Arizona, will serve as
Program Chair and President-elect of the Western Political
Science Association for the 2004 annual meeting in Port-
land, Oregon, March 11-13. She will succeed the current
President, Bill Haltom, University of Puget Sound.
Ron Schmidt, Sr., California State Univers ity, Long
Beach, was elected to the Program Chair-elect position.
Schmidt will serve as Program Chair for the 2005 program
in Oakland.
The following individuals were elected to the Executive
Council for the term 2004-2007. Region A: Shaun Bowler,
University of California Riverside; Edwina Barvosa-Carter,
University of California, Santa Barbara; Region B: Sonia
Garcia, St. Mary’s University, San Antonio; Region C: Clive
Thomas, University of Alaska Southeast.
The terms of the following Council members expired in
March 2003:Manuel Avalos, Arizona State University, West
Phoenix; Victor James, Peralta Community College, San
Francisco; and Barbara Morris, University of Redlands.
Dan Smith and Andy Busch, University of Denver, served
as Local Arrangements Chairs and provided members with
an especially fine set of meeting arrangements.
The 2004 meeting of the Association is scheduled for
March 11-13 at the Portland Marriott Downtown in Port-
land, Oregon. Local arrangements host for the event will be
the University of Portland. Richard Clucas will serve as
Local Arrangements Chair. Information regarding the con-
ference, its theme, and the section chairs was recently
mailed to all WPSA members. The information is also avail-
able on the WPSA website: www.csus.edu/org/wpsa.
RECIPIENTS OF 2003 WPSA AWARDS
The following WPSA awards were presented by the Asso-
ciation at the 2003 Annual Meeting held in Denver, Colorado.
The Pi Sigma Alpha Award for the best paper given at the
2002 Annual Meeting of the WPSA was awarded to Profes-
sor Daniel Engster, University of Texas at San Antonio, for
his paper “Can Care Ethics be Institutionalized? Toward a
Caring Theory of Natural Law.”
The Dissertation Aw a rd was given to Dr. Randa Caro l y n
Issa for her dissertation, “Constituting Popular Sovere i g n t y :
Contests Over Institutional Authority in the Early Ameri-
can Republic,” completed at the University of Southern
C a l i f o rn i a .
The award for the best paper on Blacks and Politics was
given to Dr. Linda Lopez, American Political Science Asso-
ciation, and Professor Adrian D. Pantoja, University of Con-
necticut, for their paper “Beyond Black and White: A Com-
parative Analysis of Anglo, African American, and Latino
Support for Racial Hiring and Promotion Preferences.”
The Betty Nesvold Aw a rd was given to Professor Ange-
Marie Hancock, Pennsylvania State University, for her paper
“ I n t e r s e c t i o n a l i t y, Critical Theory and Research Methodology. ”
The award for the best paper on Chicanas/Chicanos and
Politics was given to Professor Melissa Michelson, California
State University Fresno, for her paper “Getting Out the
Latino Vote: How Door-To-Door Canvassing Influences
Voter Turnout in Rural Central California.”
The Charles Redd award for the best paper on the poli-
tics of the American West was given to Professor Diane-
Michele Prindevelle, New Mexico State University, for her
paper “Feminist Nations? A study of Native American
Women in Tribal Politics.”
The award for the best article published in PRQ during
the previous calendar year was given to Professor Lisa
S c h u r, Rutgers University; Todd Shields, University of
Arkansas; Douglas Kruse, Rutgers University; and Kay
Schriner, University of Arkansas for their article “Enabling
Democracy: Disability and Voter Turnout,” which appeared
in the March 2002 issue of PRQ.
SUBMISSIONS FOR 2004 WPSA AWARDS
Instructions and deadlines for paper submissions for
2004 WPSA awards may be found on the WPSA website.
Please note that the deadlines for most awards are set for
June 15, 2003.
WPSA NOMINATIONS
The WPSA Committee on Nominations requests that
nominations be submitted for the following WPSA officer
positions.
A. Vice President: to serve as Program Chair 2005-2006 and
for the March 2006 annual meeting. This individual will
serve as Association President 2006-2007 subsequent to
service as Program Chair.
B. Recording Secretary: this individual will serve as Record-
ing Secretary 2004-2007
C. Four members of the Executive Council: two from
Region A (California); one from Region B (Arizona,
Hawaii, Nevada, New Mexico, Texas, Utah); and one
from Region C (Alaska, Colorado, Idaho, Montana,
O r egon, Washi ngton, Wyo ming, Br itish Co lumbia,
Alberta, and Saskatchewan). Terms will be for three
years, 2005-2008.
All terms will commence at the end of the meeting in March
2005.
