Under the War Powers Act, the President could legally make a preemptive strike on Iran ("Bush's Iran War Plans," Comment, October issue). But it authorizes "limited strikes." Surely nuclear strikes were never anticipated.
It's time to target Congress since it has the power to amend the War Powers Act. I don't know whether Harry Reid or Nancy Pelosi could get the majority they would need, but it...
