In February Governor Walker announced the fiscal year 2016 (July 1, 2015 through June 30, 2016) budget, specifically that that budget had a $3.6 billion deficit, "leading us to draw about $10 million every single day from savings," the governor said. The budget issue arose from a decline in state revenues due to a massive drop in oil prices in late 2014.
