PREJUDICIAL PUBLICITY
The first blanket ban on the release of prejudicial pre-trial publicity
by public officials
in
criminal cases has been issued by the Los Angeles
Superior Court. (Such bans previously had been issued only in specific
pending cases.) The police and sheriffs departments and
the
county
dis-
trict attorney’s office have been enjoined from revealing to the press
anything more
than
a defendant’s name, address
and
occupation; the
charge; and the time, place and agency involved in the arrest. The order
generally follows the guidelines proposed
by
an Advisory Committee of
the American Bar Association last fall.

A
preliminary study on jails in North Carolina was prepared at
the request of the North Carolina Legislative Research Commission. Part
of the study concerned jail programs in fifteen other states. Questionnaires
solicited information on state-level powers to inspect and compel com-
pliance with rules, agency development of standards, organized training,
use
of regional detention facilities, and state subsidies or other aid.
