e RCRA Permitting Deskbook was born from a vision during my work with a group of state environ-
mental enforcement attorneys, who recognized that hazardous and radioactive mixed waste management and
compliance are inextricably linked by the RCRA permit. e deskbook was driven by the belief that all persons
and facilities can benet from a practical guide for interpreting RCRA’s “cradle-to-grave” permit requirements.
What I did not fully appreciate, however, was t he enormous amount of eort it would take to accomplish
this goa l. is project would not have been possible without t he support a nd encouragement from Dr. A lan
Moghissi, Betty Love, and Wren Prather-Stroud of the Institute of Regulatory Science (RSI) and their excellent
sta, Dr. Inés R. Triay of the U.S. Department of Energy (DOE), and the sta of the DOE Carlsbad oce of
the Waste Isolation Pilot Plant. Michele Gagnon and Paula Cotter from the National Association of Attorneys
General were instrumental with early encouragement and support. I am indebted to those RCRA experts from
across the countr y who reviewed drafts or selected chapters, and provided inva luable comments, including:
Vernon Myers, Wayne Roepe, Je Gaines, Dan Schultheisz, a nd Ragani Joglek ar (EPA); attorneys Deborah J.
Schmall, Geo Fettus, Paul Ha lajian, Gloria Barnes, a nd Elizabet h Rose; along w ith experts Connie Walker,
June Dreith, Don Hancock, and Fred Dowsett. I deeply appreciate the moral support and suggest ions from
Steve Zappe and colleagues at the New Mexico Environment Depa rtment. I a lso gratefully acknowledge the
following individuals for their helpfu l comments and assistance: Jody Plum, Bob Kehrman, Jack Ellvinger,
Ellen Louderbough, Tuesday Kaasch, Aiden Kallas, and Victoria Parker. Special thanks to attorneys Julia Mul-
len and Pam Matthews, who provided signicant lega l research assistance and invaluable editorial comments
and suggestions. an ks to artist Chris Zappe, who prepared illustrations, along w ith Dawn Manges and
Rachel Cowen for their a ssistance with selected gures. Tom and Kyle witnessed my long hours and provided
unyielding support and strength.
Finally, it was a real pleasure to work with the Environmental L aw Institute: Scott Schang, Editor-in-
Chief; Rachel Jean-Baptiste, Managing Editor; and Bill Straub, Destktop Publisher. anks also to manuscript
editor Peter Whitten and proofreader Becky Dernbach. eir patience, professionalism, and courtesy through-
out this process are deeply appreciated. e assistance of these individuals and groups greatly strengthened the
nal product, and their listing does not constitute an endorsement of any position taken in this deskbook.
