I owe a tremendous debt of gratitude to the Environmental Justice
Movement activists, advocates, and scholars who have inspired my keen
interest and work in this area.
I am deeply indebted to the various authors and publishers who granted
me permission to reproduce excerpts of their works in this textbook.
Special recognition must be given to the students in my Environmental
Justice advanced seminars at Vermont Law School over the last 15 sum-
mers who provided me with their invaluable responses, cogent thoughts
and ideas, and insights as many of these materials were being collected,
analyzed, and discussed in the classroom.
I wish to express my deepest appreciation and sincere admiration
