Obviously, the many contributing authors have been the key to the suc-
cess of this publication, in the twelve years of its existence. It has also contin-
ued to receive the strong support of the Section’s Publications Committee,
chaired this year by Professor Bill Jordan, and of other Section leaders. But
much of the credit for bringing this volume to each Section member goes to
Section Chair for 2011-12, Michael Herz, and Section Director, Anne Kiefer,
for cajoling the committee chairs to undertake this work.
My editorship of this compendium is made possible by the Washington
College of Law (“WCL”), which provided me the support to take the time
necessary to work on the reports. WCL enjoys a close relationship with the
Section of Administrative Law and Regulatory Practice—it is proud to be the
home of the Section’s (student-edited) Administrative Law Review.
Specifically I would like to thank Dean Claudio Grossman, who autho-
rized the assignment and compensation of three excellent WCL “Dean’s Fel-
lows”—each of whom leaders of the Administrative Law Review (Emily Baver,
