Acknowledgements
I want to mention some of the people whom I rely on for good advice and
help as I did ma ny times during the writing of this book. Each has always
been unfailingly gracious and generous with advice and assista nce.
First and foremost is my good friend of 30+ years, George Ames, who now
runs the Clean Water State Revolving Fund (CWSRF) at the U.S. Environ-
mental Protection Agency (EPA). Not only does George ru n the CWSRF,
but he was part of a team of three who thought it up and drafted Title VI of
the Clean Water Act (CWA), which authorizes it. e CWSR F is the single
most successful environmental nance program on planet Earth. In his spare
time over his 35+ year career at EPA, George also found the time to create the
Environmental Financial Advisory Board as well as Environmental Finance
Centers at nine major A merican universities. And while ta king a short, vol-
untary leave of absence from EPA back i n the late 1980s, he founded the
Council of Infrastructure Financing Authorities, which is the national asso-
ciation of all 51 state CWSRFs.
Next, is my friend of 25+ years, Dr. John J. Boland, Professor Emeritus at
the Johns Hopkins University. John is both a P.E. and a Ph.D. in Environ-
mental Economics. He has taught at Hopkins for over 40 years, written over
150 articles, co-authored four books, and served six years on EPA’s Environ-
mental Financial Advisor y Board. Whenever I write anything, I send it to
John for a “sanity check” before I show it to anyone else.
Next, are three of my friends and colleagues at the Environmental Law
Institute. First, Scott Fulton, the President. Next, John Pendergrass, Vice
President for Programs and Publications. ird, Rachel Jean-Baptiste, Direc-
tor of Communications & Publications. Rachel is the editor of this book. All
three are very smar t, very savvy, and great fun to work with.
Next, are my four serious mentors in the environmental nance game.
e rst is G. Tracy Meha n III, who is now the Executive Director of Gov-
ernment Relations at the American Water Works A ssociation and was pre-
viously the Assistant Administrator for Water at EPA. Next, are my good
friend, Adam Krantz, and his colleag ue, Chris Hornback. Adam is President
and CEO of the National Association of Clean Water Agencies. Chris is
Adam’s deputy. e last mentor is Brent Fewel l, founder and chair of the
Earth & Water Law Group, who in addition to his stint as a senior executive
