About the Authors
Andrew Clarke is a Ph.D. candidate in the Department of Politics at the
University of Virginia. His research focuses on political institutions,
legislative politics, and party factions.

William Egar is a Social Science Analyst at the U.S. Government
Accountability Off‌ice. He received his Ph.D. from the Department of
Political Science at the University of Wisconsin-Madison. Egar’s
research interests include Congress, legislative procedure, political
history, political parties, and quantitative methods.

Benny Geys is Professor of Economics at Norwegian Business School
(BI) in Oslo and Research Professor at Vrije Universiteit Brussel, Bel-
gium. He received his Ph.D. in Economics from the Vrije Universiteit
Brussel in 2004. Geys’ research focuses on (local) public policy, inter-
governmental relations, and political accountability. His work has been
published in Economic Journal,European Journal of Political Research
and other academic journals.

Bryce Loidolt is a Ph.D. candidate in the Department of Political Science
at George Washington University, in Washington DC. He has worked as
an adjunct research aff‌iliate at RAND Corporation and as adjunct faculty
at National Defense University. He specializes in the study of militant
Islam, civil conf‌lict, and political violence. He has previously published
in Studies in Conf‌lict and Terrorism and Terrorism and Political
Violence.
